The Transforming Child Welfare series is hosted by a group of NYS advocacy organizations with a wide range of perspectives: youth, parents, kinship caregivers, foster parents, attorneys, children’s advocates, service providers, and more.
The goal of this series is to bring together a wide range of perspectives that span the spectrum from reformist to abolitionist to establish agreement on the problems in the child welfare system’s impact on children, families, and communities, examine possible solutions, and build consensus. This stems from an understanding that each perspective might have their own view on the nature of the problem and their own ideas on solutions.
The convening is a series of meetings:
- Intersection of Poverty and Child Welfare Involvement: August 31st, 10am-12pm
- Transparency and Accountability: September 14th, 10am-12pm

Schuyler Center for Analysis and Advocacy and Families Together in New York State have convened a planning committee with CHAMPS-NY partners and other stakeholders to coordinate this effort. In recent years, we have championed supporting children in family-based care over institutional placements, preserving prevention services, and creating an independent child welfare ombudsman office. With this convening, we plan to develop a list of shared policy priorities attendees can sign on to, guided by the discussions we will have in each session. Having more widespread consensus among child welfare stakeholders will help us all work together to develop the strongest bills possible and adopt other’s proposals as part of a powerful platform for transformative change.
